What exactly does this mean?

EASY SYSTEMS S.A. telemetry device that is being installed in each of your company’s vehicle, sends vehicle position data every few seconds , or if  the vehicle travels 200 meters or if the vehicle changes  direction/course by 20 degrees. The condition that is going to be first satisfied is the one that will take place.

This means that you can track your vehicles in real time and not after 1 or 2 minutes, like the competition systems usually do.
